Canada has officially shared new details about the much-talked-about TR to PR 2026 initiative, and many temporary residents are confused.
While this sounds like great news, there is one important detail: this is NOT a new open TR to PR program.
Instead, Immigration, Refugees and Citizenship Canada (IRCC) confirmed that it is speeding up already submitted permanent residence applications for certain workers already living in Canada.
Let’s break it down in simple words.
What Is Canada’s New TR to PR 2026 Initiative?
On May 4, 2026, IRCC announced that:
✅ 20,000 temporary workers already in Canada will get permanent residence in 2026 ✅ Another 13,000 workers are expected to get PR in 2027 ✅ Total target: 33,000 PR approvals
IRCC also confirmed that 3,600 workers already received PR in January and February 2026 under this initiative.
This means the process has already started.
Important: This Is NOT a New Open TR to PR Program
Many people were expecting a new public pathway similar to the 2021 TR to PR program, where people could submit fresh applications.
But this is different.
There is currently:
❌ No new application portal ❌ No new public intake ❌ No fresh applications being accepted
Instead, IRCC is only processing applications faster for people who already applied for PR through certain programs.
So if you have not already applied, you cannot apply under this program right now.
Who Is Eligible for This TR to PR Initiative?
To qualify, you must meet both conditions:
1. You already applied for PR through one of these programs:
→ Provincial Nominee Program (PNP)
→ Atlantic Immigration Program (AIP)
→ Community Immigration Pilots
→ Caregiver Pilots
→ Agri-Food Pilot
2. You must have lived in a smaller Canadian community for 2+ years
This means:
✅ Smaller towns and rural communities may qualify ❌ Major cities usually do not qualify
Examples of major cities not targeted:

» Vancouver
» Montreal
This program is focused on workers helping smaller communities fill labour shortages.

What Should Temporary Workers Do Now?
